Give toddlers and babies fun!
Firstly they need to stop making babies an object!! I watched a great video on how they could make babies have two life stages (newborn) and then the slightly older baby stage before becoming a toddle...

exactly, people are always complaining about a lack of outdoor activities, not only would it bring more to toddlers it would bring more life to the pools in terms of actions. You could have the toddlers learning to swim, children who have advanced well from having a high swimming skill could enter contests at school, or an after school swimming club.
