Goofball trait
Do goofballs use only michief interactions in your game? Mine do all the time since latest patch. They don't use any other interaction, not even funny ones.

I'm used to a lot of mischief in general in my game cause I have the Personality Please mod and it makes all sims do it a lot. It's one of the reasons why I keep occasionally removing the mod. Like it's fine for Goofballs to do it, it's expected but not all sims.
I think any trait that completely takes over sim behavior is bad. Constant obsessive cleaning isn't just "neat". It's OCD. And goofball "was" one one my favorite traits before they ruined it with them pranking toilets all the time. To me a goofball likes to be silly and make other people laugh. Pranksters make themselves laugh at others expense. Honestly, I think it should have been its own trait. So, yes I've removed them from my game. I'm starting a new game in a completely empty world I have saved. Well, it has houses and venues but no sims. MCCC will populate it with sims I've saved in my library. Should be interesting to see how this goes.
Neat is the opposite of slob. Neat is supposed to be obsessed with cleaning. Why give them the neat trait if you don't want them to be neat? That's the whole point of the trait.
They are neat freaks, they are going to obsessed with cleaning and won't stand living in any filth. It's the opposite of a slob, which is messy and doesn't mind living in filth.
Most people fall in the middle of these two, which would be no trait, just the average sim.
If one of your main three defining personality traits is neat, you are going to be a neat freak.
