I think that's what most people hoped for. No snow in Selvadorada or Oasis Springs, or rather different climates for different worlds instead of having the exact same weather everywhere.
Personally, I much prefer it this way. But you can still make it snow in Selvadorada with the weather machine :)
To me it makes the choice of which world you want your sims to live in more meaningful.
