Green Eco-Footprint

1) I am confused. Am I to understand that say if you want to go Green Eco-Footprint in your world, and you achieve this, does the world revert back to it original state after a few days? I this correct. If this is correct, you have to go through the hoops to make your world have the Green Eco-Footprint? Is there a cheat to stop the world from reverting? I am not clear on this.

    The only thing I suggest is setting eco footprint to green on every lot in the neighborhood with cheats like so.
    1. Pick a household to visit a lot.
    2. Enter this cheat: 
    eco_footprint.set_eco_footprint_state 0
    Note. 0 is green, 1 is neutral, and 2 is industrial.
    3. Visit another lot and reenter the cheat until all the lots in neighborhood is visited and their eco footprint set.
