I know one waiter/ress can handle 5 tables per restaurant. But (for example) Chez Llama has six and only one waiter is generated. Same with other restaurants.

Extra waiters are unlocked using perks when a sim owns the restaurant. In a NPC run restaurant , the game will generate the number of waiters and chefs depending on the size of the restaurant, and what it thinks is required.
If you would like extra staff at the restaurants, you could buy the venue, run the restaurant, then use cheats to unlock perks, then hire the extra staff and then sell the venue. Then see if that helps.
