@logion even 6 kits per years can be a low ammount, considering EA will release at least 1 kit each 2 months, it can be more like 1 kit per month considering decoration, CAS and story elements, but we sure receive 2 EP, 1 GP and 2 SP and at least 6 kits per year.

There's mods to play with pets, a world editor maybe needs a more powerful tool than a update yes.

What speaks against a world tool or editing the lot sizes are often is the risk of breaking old saves, when they updated all worlds for eco lifestyle they broke a lot of old saves and had to spend a lot of time making it work. So it's very much a risk vs reward case here... Pets are exclusive to Cats & Dogs so I don't think they would go back and add that functionality.

I am skeptical about how many kits they will do in a year. The cynical part of me thinks that they will make less stuff packs or game packs to have time to make kits...

They don't waste too much time on those kits, as they are not cohesive like a pack, just random unrelated themes. They probably already have most of the concept artwork done from previous packs. There are modders who do create as a hobby and are able to release monthly packs of similar quality and number of items.
