Has the pool access bug been fixed?

I was curious if pool access has been fixed when one is placed on terrain that has been raised? I am play testing my build and so far, I've not been able to get him to swim. Yes, there's a ladder. No, I have no cheats, CC, or nor mods running.

    Okay, I tried that and it works. But... the way I understand it is that the 1x1 platform somehow makes up for a very tiny discretion in terrain height. Now that my entire lot is built, I can't really adjust the entire thing, assuming I wanted to do this without the platform. So, am I stuck rebuilding the entire thing?
