This is a new feature (not sure if it was in the patch or HSY) and also the source of a bug where the wrong sims are asked which can lead to some very distasteful situations.

It happens all the time and it doesn't matter if Sims are married or in relationship already. Sexual orientation doesn't matter either (or age). It's completely free love now in Sims 4.

so far, seen it once, no one is asking out the wrong age in my game, though haven't found anyone on social bunny I don't think they just flirt as usual unless what I got is the result of that.

I had an adult get a best friend offer last night from another adult.

I don't mind the best friend requests, as I use a mod that allows more than one best friend at a time, would hate it if I didn't, as you get great relationship drops if you say no. I have had Sims my Sim never even met ask to be best friends, and have had romantic relationships start with other Sims I haven't interacted romantically with, and both of my Sims are in committed relationships, so this bugs me to no end.
