I can confirm the bar bug, but the caterer works fine in my game. My Sim was invited last week. The caterer made the cake and the birthday npc put the candles on it.
When you're invited my advice is to take lots of other Sims with you - otherwise you may end up as the only guest.
Maybe I dare to try attending another birthday party then. Last time (some time this year, don't remember exactly) when I went the caterer didn't work and I tried to make the cake myself and got yelled by the birthday sim.
