There is a way to do it without cheats. Go to household manager, transfer someone from another household to the "homeless guys" one.
Confirm it.
Go back in to manage households, then move the other person back and transfer all the money too.
It will ask you are you sure?
Click on "yes".
The "homeless guy" will still own the empty lot, but have §0.
