well i did once have sim live on top of strangerville bar in tent cause i was too lazy to build them a house
it was quite fun given all the possessed sims walking by
you'll basically just want some items to fill their needs like some type of cooking equipment shower and toilet
so tbh i suggest taking advantage of public lots over building on home lot
