That's the TS3 system.
With the way that the NPC-generation works in ts4, this system is pointless. In TS3, only the homeless and service-Sims were culled and the world-Sims determined the outcome of the gender of the kids born. That even overrode gender-influencers, even if your Sim killed herself eating watermelon (hyperbole), if there were more women then men in the world, your Sim woud get a boy regardless.
In the ts4, the unplayed Sims are subject to being culled by a system that wears a blindfold. That makes using the existing Sims as a controlgroup for gender-determination quite useless, as gender-saturation fluctuates from day to day almost.
