Help I can't figure out how to complete work from home

My sim was in the civil designer career and got promoted. I chose the green technician branch. The work from home wants her to summit a municipal concept but the tablet in her inventory only has the option to draft a Eco-invention conception. I drafted 2 Eco-invention conceptions and put them in the mail box but they're not counting for her work from home assignment.

What am I missing? Any help is greatly appreciated.
