When using the terrain tools, and when the lot is completely flat, I get this error sometimes when trying to place stairs outside. The first time the lot was flat and I was placing stairs on floor tiles outside, the second the lot was not flat and I was trying to place a small set of stairs outside on the ground.

I've had this issue a few times but changing camera angle seems to fix it for me. Its almost like the game thinks I'm trying to make the stairs go lower than the terrain and usually only happens when my build has a basement or an unusually high foundation. You might try changing your camera angle. I think the game is trying to build the stairs into a lower floor that may or may not exist when your screen is pointed in certain directions. I could be wrong but it does seem to fix the problem for me so ...that's something at least.

Along similar lines, though maybe not exactly what you're referring to, there are floor-based issues with the lots in the Pendula View neighbourhood in Willow Creek.I was never able to place floor tiles completely along the front edges of the lots - one tile would always disappear. Also, normally when you try to place down a lot too big for the lot you're putting it on, you can move it around and anything over the edges gets cut off right? - not on those lots - on those lots it would let you attempt to place a lot at all if the dimensions of what you're placing exceed to size of the lot you're placing it down in.Sorry if it's off-topic; I've always wanted to point that out.

I'm having this issue currently too. My lot is completely flat, my house is on foundation, and I was trying to make a new two-story greenhouse that was not on foundation. The issue seems to spawn from that issue for whatever reason. The only work around I could find was to also put my greenhouse on foundation, sadly.

I got this when trying to make a sunken kitchen. I couldn’t solve it, either.

I ran into this when doing my last build. I tried lowering the first floor so my Sim would only need to walk up three steps instead of four to get to the front porch, but I got that error message. I wonder if the step height might have had something to do with it?

I was building my backyard, trimming my pool to make room for a rocket ship and everything was fine. I exit build mode and go to send my sims upstairs to sleep but the stairs disappeared. I thought I accidentally deleted them and when I went to replace them (in the exact same spot) this happened. I hope there is a fix soon because I have been looking for hours.

I think it might have to do with the level of the terrain between the top and bottom heights of the stairs you're trying to place. I've had problems with this when I've adjusted one or both ends of the terrain levels - it may be that you've flattened the lot but not exactly to height 0? Or the height your foundation at is between acceptable height slots?

I haven't gotten this issue indoors yet, so i don't know :'( Maybe you could try deleting few blocks of floor there and add the foundation to install the stairs, then replace the foundation with the floors again?

That's interesting. I do wonder if that would work?
