Help? "Incompatible with Terrain Constraint TerrainTile"

When using the terrain tools, and when the lot is completely flat, I get this error sometimes when trying to place stairs outside. The first time the lot was flat and I was placing stairs on floor tiles outside, the second the lot was not flat and I was trying to place a small set of stairs outside on the ground.

Along similar lines, though maybe not exactly what you're referring to, there are floor-based issues with the lots in the Pendula View neighbourhood in Willow Creek.

I was never able to place floor tiles completely along the front edges of the lots - one tile would always disappear. Also, normally when you try to place down a lot too big for the lot you're putting it on, you can move it around and anything over the edges gets cut off right? - not on those lots - on those lots it would let you attempt to place a lot at all if the dimensions of what you're placing exceed to size of the lot you're placing it down in.
