Did you make certain the cake was centered on the counter? If you don't, you won't have that option to add candles or to blow them out.

Try mousing over her next age icon on her age bar. She might be pregnant? If she is it should say pregnant sims can't age.

This is hilarious, like the mere mentioning of her name summons her. I’ve never seen her in my game but I read this thread and when it loaded up my game, she was knocking on my sims door. I was like, “I heard all about you, Alex. You’re bad news” ??
