Only 12 lots? I’m surprised by that. For an expansion the minimum should be at least 15.
3 neighbourhoods, each with five lots. Maybe one neighbourhood is empty to fill up yourself.

I have to choose which houses to keep from each pack because I love to build, so it means a lot of houses have to go to free up the space. ??
