Henford-on-Bagley is a new ridiculously small world again

I would have preferred that there were 15 lots or more, but 12 lots is not too bad either. It depends on how many of them are occupied with community lots and NPCs. Windenburg has more lots, but not that many of them are unoccupied so we need to evict some of the sims.
