As much as I want an attraction system, too, I'm not sure that's totally the case. I think we're expecting that an attraction system in TS4 would largely be based on selecting things our sims are attracted to or not, probably utilizing the same system as likes/dislikes.

But part of the fun of crushes in real life is when you have those unexpected crushes out of the blue that don't always line up perfectly with your usual type. You know, like when you usually go for broody guys with dark hair, but find yourself swooning over a funny, lighthearted ginger. Or when your usual type is preppy princessy girls, but then you meet a goth girl barista who catches your eye. So I kind of think it would be fun for our sims (including adults!) to also have those curveball surprise crushes.

Maybe it could be separate from an attraction system altogether. Or, maybe it could be a percentages thing: like you have, say, a 25% chance of a crush on a sim who meets your CAS/attraction system criteria, but still have a 5% chance of developing a crush on some other completely random sim.
