After downloading what felt like several dozen lots, I went with something totally out of the left field: Willow Creek.
I placed the barracks are at Oakenstead, the sergeant with family got the former Spencer-Kim-Lewis lot and the Governor the former park. With the marsh/swampo environment I can pretend the government district is somewhere between Sulani/Selvadorada and Black Spire.
The merchant family will go to either Upper Strangerville or Chestnut Ridge. The rest of Upper Strangerville will become an outskirt of Black Spire, with venues.
