Honestly, I don't trust this pack description as a whole, but about horses being bound to the ranch: Maybe "horse ranch" is a new home lot type, similar to haunted house and tiny house? Which means you'd have to set your home lot as a horse ranch in order to be able to own horses, and you couldn't have a ranch that is also tiny and/or haunted at the same time. But other than that, I don't get the impression that horses are bound to anything the same way cows and llamas are. Even chickens can run to the end of the world if you let them, would be a shame if horses couldn't.
What confuses me more is the mention of "forested areas" that can be explored. Forests in the desert? Of course, we can't know for sure if Simmatically's information about the desert world is true at this point, but that's not the only part of this text that seems strange. It talks about a new world, but doesn't name it. Don't official pack descriptions always include the name of the world? And what about that last paragraph praising the graphics and animations as if it was an entirely new game? Nope, I don't buy it.
