I also have trouble putting out fires, the sims don't put it out so you just have to wait it out.
I decided to have a weenie roast party and after starting one four times in a row and every time the sims tried to roast a hotdog the seat he was in caught fire and no-one in the house could put it out. I'd click on the fire but they just wouldn't do it. Had to sit and wait for it to die down on its own.
