I've never noticed that... i'm always going to the household manager and making my families have toddlers to ensure that there will be always a lot of sims from all ages. Just a few couples or friends or loneny sims get old without having children. But it's so rare (like 3 or 4 families out of all the worlds) that i never noticed this.
