I very rarely even encounter her except when I go to the Henford-On-Bagley pub (Because all the CL special townies except the creature keeper hang out in the town center, where the pub is located.)
When I do encounter her, she is usually interacting with other townies and not my Sims, or she is knitting if I'm at a cafe (she's one of only 4 townies that MCCC auto-drafted into the club, which 'requires' knitting skill 2+).
Yes, she will auto-generate if you delete her. Unless you use a mod to disable that. I can't answer #2 and #4 because I honestly have yet to have her cause issues so I don't know.
Regarding #5...pretty sure I saw some mods related to her, but I have no real need for them so didn't take special note or bookmark.
