I see her a lot, often riding a bike near the police station quite prominently. Not sure if the wants to report citizens to my cops, or if my played officers are not up to her standards and need to be watched, lol.
A mod I find helpful for dealing with unwanted sims is Andrew's Teleporter Statue also known as Teleport Any Sim. It comes with a "Just go away" menu option that forces the targeted sim to immediately leave the lot. Resetting Agnes is also an option to momentarily stop/confuse, if you catch her in the middle of her approach.
On sidenote, Agnes' has a unique response to getting asked if she's single (just a textbox popup, but a nice detail).
