How are child-only households getting houses?!!!

I've run into similar situations, but with Pets instead of children.

I understand that there's that Pre-made Mayor Whiskers household, which consists solely of Mayor Whiskers, but I've also had a household that consisted of a single GHOST dog.

Though something else funny was that on one of my games, Mayor Whiskers was my neighbor.
In a house across the street... all alone. Tried to visit them, but of course it said no one was home, lol. How would a cat answer the door anyways.

honestly I'd love to play child only households *O*
They could be runaways since they can't afford a home so you'd have to bounce around from community lot to community lot.

I believe they get generated from seasons, to walk by in scout uniforms. But I haven't tested that to confirm it.

I know what they';re generated from but my question is how in the world are they owning houses? like literally-no parents in sight! Since we can't create child-only households the game shouldn't either (or at least not place them in houses)

you press the Big "play" button in order to play with her.

But hey, that particular child IS a Lone Wolf.
At least she'll be happy there by herself.

Although, what happens if you try to actually play as a household with only children?
Do Sim Social Services automatically come and pick her up?

you can control her..like you can in a normal household. the social services don't care apparently there's orphan children
