How detailed do you furnish units for 'for rent'

I don't see any reason to fully furnish apartments for rent if I am not going to play those households and they are just there to pay the rent. That being said, I rarely put lots of clutter in my sims houses from the start because they tend to collect their own junk through gameplay anyway and I like to add stuff that reflects their personality and interests and achievements, etc.
