How do I complete the polar bear swim tradition?

I added a custom holiday that included the polar bear swim tradition. When I go to complete it, the sim receives a confident moodlet saying they joined the polar bear club, but no matter how many time...

Maybe it's linked to the temperature? Like maybe it's cold so you do get the moodlet, but not freezing to get you to complete the tradition. I have no clue honestly.
