On James Turner's website you can disable certain packs. There's directions for how to use it on the EA app but I've only ever used it with Origin so I don't know if it works. I'd bet on it though he's very good at what he does.
Specifically uninstalling I don't know but I will try to figure out and get back to you.
edit: https://simscommunity.info/2014/12/24/sims-4-tutorial-uninstall-pack/ this link should help. Though it specifically says Origin and not the EA app I think it should work either way. If you go into the EA app and click The Sims 4-->Manage-->View Properties-->Browse, you can find a list of all the packs you have and delete the ones you don't want. Please back up your saves just in case because this isn't recommended. It's just the only way I've found.
