How do I install a sim?

Might sound like a stupid question but I have no idea how to install a sim I downloaded because they won't appear anywhere in my game.
The sim that I wanted was Jasmin Blue from Ms Blue. These are the files that were downloaded:

@ChazSimmies Go find the sim in the gallery and instead of downloading them, click on the "place in world / lot / something like that" tab instead, then you can just place her on a lot immediately and start playing normally :)

I placed the TRAYitem file in the tray, and I see it in the gallery, but then when I click on it it says it can't be found.

Place the SIM files in the "Mods" or "Tray" folder, enable custom content in settings, then restart the game. For more help, visit Tech Filipinos!
