How do i open a image and keep it floating above the game while in CAS?

I have a project of recreating Twinbrook in SIms 4. While they dont release a Sims 4 CAW i decided to remake the houses and families in the game. I have built 3 houses already and i already posted the...

The best way I can think of would be to switch the game to windowed mode and resize the game's window so that you can see both the game and the image on the desktop.
