How do I put down spas and diners and how do they work?

So I have the spa day and dine out packs. I am wondering how to place them in the world? I missed the opportunity when the game asked me to when I first played it after installing the packs :( I am wa...

The spa will have NPC employees. I think the diner will too if you want to use it as a restaurant to go to instead of owning and running it as a business. But I haven’t played with Dining Out yet so I don’t know for sure.
