How do I use a vampire sim as a "template" to create a human sim?

You could try to make your sim a twin in the genetics tool. It will not be a perfect copy though, the game struggles with things like chins or nose size. But it's kinda close and you only have to adjust.
Otherwise like CelSims said, GTW cloning machine works.
