I don't think it means it will spawn a photographer for you. It means the sims are ready to pose for the photo that you have to take with one of the sims in your household. I could be wrong but I think that's what it means...

Yes you are the photographer as @PeculiarPlumbob said.
You could try (I haven't done this so maybe someone can back me up or not) getting them on their marks (to herd them) then sending one of the parents to "take picture with" then select both other sims.. I'm not sure of all the options there, but I've been able to take pictures with others this way... I've only done two sims though. I've taken pictures of three sims while playing the photographer sim only.

You have to have one of your sims be a photographer. Waiting means the other sims are waiting to take pictures. You can click ask for sims to take photos with you. It would be kind of like a camera with a timer.

I will have to check if you can gift a photo. If you can (hopefully) then you can play as a sim outside of your family and invite everyone in your family to the lot (the sim you are playing will have to know all the sims in your family). Take a photo of the entire family and give it to one of the family members. Then you can switch back to your family and have a photo that includes everyone to hang on your wall. Gonna have to try this.

I didn’t know you could do this and be in the photo as the photographer. If this is the case my previous comment is not necessary. Which is awesome!!

I found that out recently, though make sure you have space as my sims kept going to a different room when the camera was ready to take a photo. My sim asked her husband to take a photo and it was different then the selfies. They walked together and supposedly pose for the camera (though a wall blocked them, so I have to have them try elsewhere to take the photo).
