Yes, @Mr_Lafu_1, if you have "accidental deaths" enabled for a household in Neighborhood Stories, they permanently die and if you aren't using mods, there aren't tombstones for sims who die away from the active lot.
Turn the accidental deaths off for any households where you don't want this to happen. I've not seen any options turn themselves on in my game once I set them all the way I wanted, so if you go through and make sure it really is off you should be fine.
If you've customized the settings for any individual households you need to check all of them (and there's a filter so you can filter just by those with custom settings), because the button at the very top doesn't apply settings when you change things there for any households that have been customized.
Also make sure you are setting it in both "My Households" and "Other Houeholds" at the top. The two do not share settings.
