They seem to random for me, and it does not look like they have been updated for a long time, I still see the same whims all the time, they are always based on your current emotion, are always the same no matter what sim you play and the one's where your sim wants to travel somewhere or buy something for no reason feels pointless. I often get whims like "buy a beehive" and stuff like that when not a single sim have shown interest in gardening or "visit the spa" if they are tense.
Maxis seems to have given up on them in the sims4.
