I give them a life: friends, family, work friends, hobbies, etc.
I give them sims to have conflict with (doesn't have to be major, can be someone who just gets on their nerves.)
I make lists of events I want to occur for each season and then have them do those events (go ice skating with friends, watch soap opera with mom, go fishing with dad).
I download custom traits and other mods that give them more personality.
I give everyone a primary function in relation to my main family (one main sim's primary function is to be a great husband; one supporting sim's primary function is to unintentionally cause conflict for the main sims by being the awkward friend who blurts things out they shouldn't).
I found a play style that works for me (screenshots and storytelling). There are lots of ways to play, so different people will find different styles more or less interesting depending on their taste.
I use character worksheets to give them backstory which then influences how they think and behave in the current story.
