I have made it a practice to turn off cheats I am not actively using, since. It's easy enough to do in TS4, and better safe than sorry.
Keeping those cheats on in TS4 is not an issue, because the way they have it set up in TS4 is when you cause a loading screen, those cheats all get turned off. It was a safety feature that EA added.
