If you put them in the same dorm then it treats them as the same household, so - yes - you can play them all at once. I do that quite often.
But I also do leave sims at uni and rotate away from them sometimes if I am not bothered about them getting an A or A+ grade. They usually end up with a B or C if you don't actively play them there (well, that is my experience anyway - others have said they fail). I also sometimes find sims that have enrolled in uni on their own when I start playing their household - they are studying from home.
