How do you use your neighborhoods?

I play all my worlds frequently, but don't have a plan of separating their use etc. Instead I see each world as a district with some standard community functions. Each hood has an elected contact, and the most voted contact is a member of the regional council. In the long run all districts will have some form of a community center, but of course I need to make up most of this.

I like each district to have both residential and commercial lots. Magnolia Promenade is the only exception, where all 4 lots are commercial. If I could build apartments I might have built a multi-household building there, though, but not a stand alone home.
