NPCs like Vlad can do that perfectly, but Alex (my Sim) cant.
It worked for me with City Living and on apartments. I used it on Lily Feng's apartment and turned her :)
Do you use any CC or mods? I am just trying to figure out what could cause this problem. Do you use the No Mosaic mod? There must be a reason why it does not work for many people... :(
