What I normally do is because there are always townies that are generated for the game that I don't want... so I just go into their household and make a townie I want then delete the rest... or I clean them up or make them over in a way that suits me. I also use managed worlds to easily move sims in and out into other households. Sometimes I might want a sim to even live with another family for awhile.. and as long as a placeholder is kept at their home or another family member I do that.
There are so many uses for managed worlds.
Yes you can create a new sim or family by clicking the "Create New Household to Move In" button on bottom right of map screen.
