How does the "manage households" screen work?

I noticed an interesting feature in Sims 4 called the "manage households". It appears to be some bin of people that show up in my game, but are not affiliated with a home. Perhaps like a townie.

Am I right about these people being townies? Also, am I allowed to add my own households to the manage households bin? How do I?
