How does the parenting "mini-game" work?

I noticed your parents will get a message or a "mission" related to something their child does and then a "solution" is listed as advice you apparently are giving your child except I don't understand the point to it cause sometimes the advice stinks and I'd think they would give you options for a variety of possible advices you could give your kid. But, nope. You only get the one choice and then you have to select OK and move on with it. You can't even reject the choice and ignore it.

The higher is the parenting skill, the more advices parent can give.
At level 2, there are two advices for you to choose from.
At level 8, there are three advices for you to choose from.
At about level 5, you can see what character value the advice will raise. At level 9, you can see what character values will advice increase and decrease. You can always see how will the advice affect the child's values when the chance card is from the school.
So try increasing the Parenting skill by encouraging, by disciplining, by other parenting ineractions, by browsing the parenting forums, by reading parenting skill books and by taking care of babies and toddlers. The sim must be young adult or older to gain this skill.
