How exactly does player made film studio lots work?

I remember them saying that depending on if the shoot is low end or high end the set up will change. Different food, furnishing, number of crew member (I think) and I'm not sure if it is two separate lots for them or if it's 1 lot but multiple set ups. I think it's the latter meaning that if you changed the lot it would be overwritten because just like how the set changes for different shoots so does the set up.

Edit: It's suppose to give the illusion of working in different studios.
