These are Sims, they're not humans in my opinion and I don't even pretend they are. They live in Sims world, therefore there are no limits to where they can go. They travel by loading screens aka some sort of teleportation.
My Sims can usually do whatever the game allows their species to, I don't make rules for them, it saves me from a lot of annoyances. ;)
