Throughout the franchise, I've never played with the occult. That hasn't stopped me from purchasing packs, however. As a PC player, I know that there will almost always be a mod to help me to control what does and does not occur within my game. Having said that, I still prefer official options. I'm always pleased to see those.
ETA: Had I been a console player with no access to mods, there would have been quite a few packs that I'd have to miss. In TS4, occults are quite a bit easier to avoid. Except for ghosts and aliens, they only make appearances in dedicated packs. That means that a player may have to bypass an object or a mechanic that they really want. Toggles are the fairest option all around.
But it's Maxis that decides to put particular features or thing in a pack along with occults in order to sell it....maybe the blame lies with Maxis and how they market things. Like the slow dance feature...No way I'm buying a task filled pack just to get the slow dance animatons...but Maxis decided to market that pack with that feature included instead of in a romance pack where it would have made sense with a chemistry and attraction feature/mechanic. Yes, it does also belong in a wedding pack because that's what people do at weddings with the couple dancing first...however, it was Maxis that decided to add it to a pack that might not otherwise sell so highly of just filled chores and tasks and hardly any room for actual gameplay other than point and click.
