So it all depends where your sim lives, then. Solar panels would be great in Sulani, but pretty useless in Brindleton Bay, as an example.
I had no idea what the "rating" part meant, there is little to no explanation in game. As usual one has to seek info from outside sources, apparently. I always thought objects with a rating of 10 used MORE power than objects with a rating of, lets say, 4. We probably have a different rating system where I live.

The number in an object's stats is not the power consumption, it's the power consumption RATING. 10 is the best rating, meaning that object uses the lowest power for objects of its type.
