Past sims games started development soon after the last one was released. No reason to suspect it’s any different this time around. If they go by their own pattern from the last three games (2, 3 & 4 - though 4 changed from its original design so felt rushed), they will have been working on it for several years.
Actually there was a leak from an EA employee that they never started working on TS5 this time around.

This was posted in early 2018. From job listings we know they likely started working on TS5 in late 2018 so the game is only in development for one year.
