Why? Have you been reading the Ideas Corner which is full of possibilities? If they began creating some of the ideas players are suggesting, S4 could go on for years with numerous worlds, all connected. There are still quite a few of the "old favorites" that haven't been created yet, so, it's possible.
There's always going to be packs they won't end up developing, whether it be a new idea or an 'old favourite', they can't make every idea suggested on the forum. Otherwise, why did they even make TS4? They could have just kept churning out new EP's for TS3, there were certainly enough ideas to choose from.
